REQUEST FOR QUALIFICATIONS
TRAFFIC PLANNING SERVICES
The
City of Hogansville is seeking Statements of Qualifications from
qualified professional firms or individuals to provide Traffic Planning
Services on an as-needed, task order basis.
Scope
of Services
Scope
of services may vary from task to task and may include, but are not limited to:
a.
Traffic Planning and Engineering Consultation
Advise the City on transportation and traffic planning issues, including
traffic studies, corridor planning, intersection improvements, signal timing,
signage, pavement markings, pedestrian and bicycle planning, and traffic
calming strategies.
b.
Data Collection and Analysis
Collect and analyze traffic data including turning movement counts, speed
studies, vehicle classifications, origin/destination studies, and
pedestrian/bicycle counts. Analyze existing and projected conditions and
provide recommendations for improvement.
c.
Project Development
Assist in the development of traffic-related project scopes and budgets.
Develop conceptual plans and feasibility studies for traffic and transportation
improvements.
d.
Stakeholder Coordination
Work with City staff, elected officials, GDOT, adjacent municipalities, and the
general public to gather input, present findings, and build consensus for
traffic-related projects.
e.
Traffic Impact Assessments
Prepare traffic impact studies for proposed developments, identifying
mitigation strategies in line with City ordinances and best practices.
f.
Grant and Funding Assistance
Assist the City in preparing applications for transportation-related funding
opportunities, including state and federal grants.
g.
Public Presentations and Meetings
Participate in public meetings and present technical information in a clear and
understandable manner to stakeholders, including the City Council, advisory
committees, and residents.
h.
Reporting and Documentation
Maintain comprehensive project records. Deliver detailed technical reports and
memoranda to the City, suitable for public record under the Georgia Open
Records Act.
i.
Future Roadway Planning and Conceptual Design
Develop a future roadway network plan for the City of Hogansville, including
identification of new corridors, alignment alternatives, and integration with
existing and planned infrastructure. This task will include design concepts,
preliminary layouts, and a visual rendering of proposed new city roads to
support long-term transportation planning and development efforts.

Content
Interested firms or individuals are invited to submit a Statement of
Qualifications that addresses the following:
- Firm/Consultant
Background
Describe your firm or individual practice, including years in business,
office location(s), number of employees, and any areas of specialization
relevant to traffic planning and engineering.
- Key
Personnel
List the key personnel who would be assigned to the City of Hogansville. Provide a summary of each individual’s experience and credentials related to traffic planning.
- Relevant
Experience
Provide descriptions of at least three recent projects similar in nature
to the services requested. Include the name of the client, a brief project
summary, dates of service, and contact information (name, email, phone)
for a reference.
- Proposed
Fee Structure
Provide a summary of your proposed fee structure for work performed under
task orders, including hourly rates for staff, any travel or reimbursable
costs, and how fees would be structured.

PRELIMINARY ENGINEERING REPORT, DESIGN SERVICES AND CONSTRUCTION ADMINISTRATION
Date: 06/30/2025Statements of qualifications and proposals are being requested
from Engineering Firms with a strong record in successfully assisting local
governments with the preliminary report, final design, and construction
administration of Federally Assisted Projects. Responding firms should be
qualified to provide a Preliminary Engineering Report
(PER), design, and construction administration services for projects
utilizing federal funds.
Plans are to contract, within a year from the date of this notice, a
reputable Engineering Firm for Preliminary Report, Design and Construction
Administration services for Federally Funded Projects related to community and
economic development. This procurement
could include Community Development Block Grants (CDBG), Employment Incentive
Program (EIP) Projects, Georgia Environmental Facilities Authority (GEFA)
Projects, Economic Development Administration (EDA) Projects, and any other
federally funded project in compliance with 24 CFR 570.489(g). This procurement
action may also lead to additional project contracts and/or contract addendums
for Preliminary Engineering Report (PER) design and
construction administration services, for State and Federally funded projects.
This is not a request for
retainer services. Immediate plans call
for services to assist the City with the Preliminary Engineering Report, Design
Services and Construction Administration Services for a
FY2026 Community Development Block Grant project. Submitting firms will be
re-considered, on a project-by-project basis, should future federally funded
opportunities arise in the next 24-month period from date of this notice.

The
immediate project is subject to Federal and State contract provisions
prescribed by the Georgia Department of Community Affairs/and or other federal
agencies listed above. The immediate project is covered under the requirements
of Section 3 of the HUD Act of 1968, as amended and Section 3 Business Concerns
are encouraged to apply. Future federal projects may not require Section 3
compliance.
The City of Hogansville also abides by the following laws as they pertain to HUD Assisted Projects: Title VI of the Civil Rights Act of 1964; Section 109 of the HCD Act of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2) of the Housing and Community Development Act of 1974; Section 504 of the Rehabilitation Act of 1973 as amended; Title II of the Americans with Disabilities Act of 1990 (ADA); and the Architectural Barriers Act of 1968.
Interested
parties should request copies of the Statement of Qualifications Form and
Section 3 Certification Form prior to preparing and submitting their
proposal. Proposals should be received no later than 5:00 PM on 30
DAYS AFTER 06/30/2025.
Proposals received after the above date and time may not be considered. We

Statements of
qualifications and proposals are being requested from consultants with a strong
record in successfully assisting local governments with the implementation of Federally
Assisted Projects. Responding firms should be qualified to provide grant writing,
grant administration, and related services for projects utilizing federal funds. Plans are to contract, within a year from the date of this
notice, with a reputable consulting firm for grant writing and administration
services for Federally Funded Projects related to community and economic
development. This procurement could
include Community Development Block Grants (CDBG), Redevelopment Fund Projects
(RDF), Community Housing Improvement Program (CHIP), Employment Incentive
Program (EIP) Projects, Economic Development Administration (EDA) Projects, and
any other federally funded project in compliance with 24 CFR 570.489(g). Responding firms should be qualified to
provide grant administration and related services including, but not limited
to: Preparation of the grant application; Preparation of the Environmental
Review Record; Preparation of draw/disbursement requests; Assistance with
financial administration of grant funds and record keeping; Assistance with
holding public hearings; Assistance with funding agency monitoring visits;
Assistance with any required acquisition following the Uniform Relocation
Assistance and Real Property Acquisition Act (URA); Assisting the Engineer with
preparation of bid documents, advertising and conducting the bid opening;
Assisting the City with Davis-Bacon and related labor requirements including
weekly payroll review and employee interviews; Assisting the City with meeting
Affirmatively Furthering Fair Housing (AFFH) requirements; and Preparation of
close-out documents. This procurement action may also lead to additional
project contracts and/or contract addendums for planning, administrative and
other related services, for State and Federally funded projects. This is not a request for retainer
